Whatever the reason, be it oversight or otherwise, we have no way of knowing if these files have been used for some random personal project somewhere down the line under a different license. Changing the license now to remove Apache and GPL would potentially violate the rights of those users. It's much simpler to add the CC-BY-SA and cover bases.
