I think the problem now is that they were *accepted* by the project with 
multiple licenses attached. Whatever the reason, be it oversight or otherwise, 
we have no way of knowing if these files have been used for some random 
personal project somewhere down the line under a different license. Changing 
the license now to remove Apache and GPL would potentially violate the rights 
of those users. It's much simpler to add the CC-BY-SA and cover bases. Just my
