## Summary
`reg_sys.h` exports `TMS570_SYS1_PLLCTL3_*` macros, but `PLLCTL3` is not part
of the `SYS1` register block according to the TRMs (it's part of `SYS2`).

Delete the `TMS570_SYS1_PLLCTL3_*` macro block from `reg_sys.h`
No updates should be needed in `reg_sys2.h` - the valid SYS2 definitions
already exist there.
