Issue created by Sebastian Huber: https://gitlab.rtems.org/rtems/rtos/rtems/-/work_items/5760
The output thread of a regulator creates the rate monotonic period which it uses. It deletes that period at the label `exit_delivery_thread`, and that label is the only path to the delete. `rtems_regulator_delete()` calls `_Regulator_Free_helper()`. The helper deletes the output thread where the caller gives it zero ticks. A thread which the helper deletes never reaches the label. The period object then stays allocated for the life of the system, so the application loses one period of its configuration for every regulator which a caller deletes this way. `rtems_regulator_create()` does not create the period, so no error path of the create loses one. Merge request !1479 by Sharvin Neve fixes this. It deletes the period in the helper. Found in the review of that merge request.
