I was looking into this ticket to contribute a patch, but after auditing the 
current `main` branch, it appears the substantive work for this issue has 
already been completed.

All internal usages of `RTEMS_INLINE_ROUTINE` across the SuperCore, POSIX, and 
Classic API headers have successfully been migrated to standard `static inline`.

Currently, the macro only survives in exactly three files: 

1\. `cpukit/include/rtems/score/basedefs.h`: It is preserved here as a 
documented public API macro (`@ingroup RTEMSAPIBaseDefs`) for backward 
compatibility with legacy external application code. 

2\. `testsuites/validation/tc-basedefs.c`: An auto-generated validation test 
for the backward-compatibility macro. 

3\. `testsuites/sptests/spmisc01/init.c`: Another test ensuring the compat 
macro functions correctly.

Given that the internal codebase cleanup is already done, and completely 
removing the macro from `basedefs.h` at this point would needlessly break 
backward compatibility for users' applications, I believe the core objective of 
this ticket has been met.

**This can probably be safely closed as Resolved/Fixed. Let me know if I missed 
any other context!**
