This could be corrected by changing the default to "images". The current
default isn't really useful to anyone.

Maybe an informal survey is required but the normal way of working has traditionally been to use the exploded classes (or jdk/classes as it is now). Prior to the new build then it was rare for most of us to build images, we rarely needed them. The images target is significantly faster with the new build and maybe the intention is that we are supposed to use that but I think we do need to continue to be able to run+debug with the exploded classes. Once the JCE jurisdiction policy files are copied into the build output jdk tree then I assume that it makes it possible to run more tests. I realize it might not be everything that folks working with signed providers might need but I would think that only a few people need to actually use signed providers in their local environment.
