This patch replaces the top-level docs index.html to a HTML-level redirect to
the API overview page. We can come back to this page later in a future release
to convey grouping information.
This looks okay to me and I think okay for Docs.gmk to have the content
of the top-level index.html (I initially thought it might make more
sense to have it in the repo but it's probably not worth it).
