This looks okay to me and I think okay for Docs.gmk to have the content of the top-level index.html (I initially thought it might make more sense to have it in the repo but it's probably not worth it).

I agree. It's trivial enough (although barely) to be created by Docs.gmk like this.

For a long-term solution I'd like to see a more correct change (for instance, index.html will not be regenerated if JDK_INDEX_CONTENT changes), but for jdk9 this is okay.
