Asbestos was a common filler in roof patching material.  This was provide in 5 gallon metal pails.  It was a cutback asphalt product.  One applied this material with trowels.
 
Are you sure that the material on the building is tar?
Actually the techincal term for what they found is bear S..T
That's usually applied hot with a mop.   It tends to go on fairly thin.
