That is true EXCEPT after ARRL's initial attempt which was reasonable, the HOA's got wind of it and created a ruckus. Then congress told both parties to come up with an agreement or there will be no action. That is when ARRL rolled over and completely capitulated to the HOAs and gave them EVERYTHING they wanted. We would have been better if ARRL agreed to nothing and let it die. So yes, it might have been "the best they could agree to" BUT IT WOULD HAVE BEEN BETTER TO NOT AGREE TO ANYTHING AND IT WOULD HAVE GONE AWAY.
