If I want even a domestic QSL card from someone, I send them a SASE. 
Especially if its from a place I need, I want to knock down any barriers that 
keep that from happening.

From time to time when I lived In Tennessee, I received a SASE and $1USD from 
foreign county hunters who desperately needed my county. There werent many hams 
in that one.

Your email has also reminded me that my QSL Bureau has run out of my envelopes. 
I need to get that back on my to do list.
