Ha, I just posted on this! From the point of view of an end-user, and trying to support and get people to use bazaar who *never* have used a terminal, I'd prefer the package to include all dependencies needed to get a functioning Bazaar. Paramiko and pyCrypto were easy to install (apart from the warnings I get using it), so it is not insurmountable either way.
