Ok, I had to modify web.xml to remove the trailing slash on the
ServletRedirector mapping, and all is now well. I believe this is the very
issue I brought up in November or so, but I got bitten by it again.
Strange.... but I won't question it now that it works!

And the trailing slash needs to be removed.... but its odd because it worked
with Cactus 1.2 (nothing else at all changed).
Anyway, its working for me now and I'll stop complaining! :)
