I should also add that CAP::Config::Context has some known issues at the moment with its test suite, which I'm in the process of fixing. Until last night, I thought these were Windows only, but it turns out they are more widespread. In particular, one test script has a bug that only shows up when you happen to have the latest version of CGI (v 3.11) installed. So far the bugs seem to be in the test suite, not the module itself. I've been working on fixing these issues over the past couple of weeks, but it has been slow going, mainly because of all the reasons that Richard outlined (I don't have access to every version of Perl and every possible combination of versions of installed modules).
