The current implementation takes criteria manifest file name and stores in the database with the name specified in the AI manifest name field. For example if your criteria manifest is called criteria1.xml and your AI manifest is ai_manifest1.xml with name field inside AI manifest as "web_server_install", then the manifest is saved as web_server_install.xml. See bug 4322.
