I don't think this is true in all cases. Widgets can have a default
action associated with them if they don't normally have a response
for that action. An example is a text input field that would activate
a button when return was pressed such as a search engine input
on a web page: Hitting return activates the "Search" button while
typing input into the search field.
We have implemented this in the installer GUI also. Check the
user name and password entry widgets as an example. The default
action for these widgets is to activate the "Next" button.
