I tried "ipv4", it is still invalid.

Actually I have another manifest like following:
        <ai_criteria name="IPv4">
                 <range>
                         010013021201
                         010013021201
                 </range>
         </ai_criteria>
It works fine, only diff is standard format, 10.13.21.142, does not work.

Attached are the 2 test manifest.

BTW, I found the bug's target just changed to 2009.2H.
If that mean it is not going fix in 09.06, then we do not need bother it 
right now.
