There are in the order of 430 unique regions related to
timezone in Solaris. To implement this correctly requires
a map that that's geographically accurate so that coordinates
can be mapped to x and y on the map. and cities appear
where they ought to be. Also,  timezones are far from vertical
when you look at regions like central and east asia and eastern russia.
