An application can't change its language once it has started so the installer language panel starts up the Dwarf installer with the desired language. The keyboard panel is also outside the installer for historical reasons and in some instance where the keyboard is known the panel will not be displayed. It might be moved into Dwarf in the future. They have OK buttons to distinguish them from the installer - you can't go back to them once Dwarf has started.
