It implies both. At this point in time we do have the ability to check 
both and I see no reason to change that requirement.

Specifically, they are a requirement to satisfy zones support for beadm 
and libbe. So, 2.9 is specifically a requirement so that users can setup 
a BE from a zone vi beadm. 1.6 is for zones support in libbe.
