[caiman-discuss] Bug 135 .bashrc owned by root: updated webrev for code review

I don't know if it's related to this or not, but I just looked at the 
dot files for the user I created at install time, and the .Xauthority 
file was also owned by root:root.

Is that by design? if so why?
