Sorry I found this LGTM was not correct enough.
While the change addresses the gui-install issue correctly,
it looks to have side effect that the fallback English display
no longer work when sysconfig is invoked directly.
Cause seems to be that gettext.translation() in class definition
of sysconfig/__init__.py is called earlier than the environment
setting in /usr/sbin/sysconfig.
Is it possible to move /usr/sbin/sysconfig's import of main
to after the environment setting?
