I cannot explain what happened to this functionality, but criteria can be cleared by using the -c option, which resets all criteria for a manifest, specifying a ranged criteria (ipv4, mac, network) to 'unbounded':
  installadm set-criteria -n <svc> -m <manifest> -c mac=unbounded
should in effect clear all criteria, but this is neither intuitive nor documented. I will look into the matter.
There is no command for marking a manifest inactive.
