There isn't a way to explicitly unset all criteria for an existing
manifest in a service. There is an open RFE, 6977131, which is a
general request to be able to remove criteria for an existing manifest
using the set-criteria subcommand. This should include the first
example case you've referenced above.
There hasn't been a request to allow a user to arbitrarily set a
manifest to 'Inactive' state though that seems like it could be useful.
Feel free to file one for this.
