Glen, I know your situation. Been there. The best thing I can say is to offer up a compromise and continue to use what's there while you're learning the new framework. Get permission from your boss to spend a few hours a day learning the new framework, and most of the day working on projects that make the money. You may even have to spend some of your own free time learning the framework...like, at home after work.
The biggest issue being that if you have work that needs to be done quickly, you can do it with what you are used to.
