I had similar issue.

You can try enter this into app/.htaccess file

<IfModule mod_rewrite.c>
   RewriteEngine on
   RewriteBase /
   RewriteRule    ^$ app/webroot/    [L]
   RewriteRule    (.*) app/webroot/$1 [L]
</IfModule>

And check if there is on your Auth component allowed to display home page.
