You don't need ACL, usually that is overhead - especially if you just want some basic action/role-based authentication. See if http://www.dereuromark.de/2011/12/18/tinyauth-the-fastest-and-easiest-authorization-for-cake2/ works for you It is a lightweight approach for this.
