Try to add a parameter in your router:
Router::connect('/catalogue/*/:page', array('controller' =>
'your_controller', 'action'=>'index'));
or alternatively:
Router::connect('/catalogue/(.+)/:page', array('controller' =>
'your_controller', 'action'=>'index'));
