I had the same issue a few weeks ago. I did not have any custom htaccess or SSL installed. It was a controller issue. My controller couldn't do what I wanted it to do so it was just loading the css file.
I can't remember exactly what I did to fix it... sorry. But in my case it WAS a controller issue. Also, try deleting the css file and see what happens.
