Jon, i see what you're saying, but plenty of us are making small - medium size sites that deploy to clients hosting (shared) and run just fine. Its serious to them :) If you don't operate in this space, you would be amazed how clients baulk at even top end shared hosting prices (but dreamhost is only $6!!! etc etc) never mind gettting a Virtual server or whatever.
cakes size & low requirements is still a selling point.(cake 7meg vs ZF 47 meg) add to that the corporates with grumpy IS departments running old versions of everything (ie6, mysql 4.old php4 apparently) and its a lot more complicated than "just get proper hosting" That said, i haven't had to deal with php4 ever with a cake site.
