I'm looking at the different PBX for Windows available, and was wondering if CallWeaver/OpenPBX has been compiled to Windows, or if the code is just
too *nix-specific for this to happen?

IIRC freeswitch and yate runs on windows. There was a cygwin port of asterisk some time back, but I beleive it was terminated. I don't think much work has been done one callweaver to make it run on non- unices
