Meanwhile, I guess I didn't mention that this fax system will need to be doing a new kind of university broadcast system. We use faxes to send out notices and stuff to students, staffs, offices, etc. Over 3000 fax machines to cover, etc.
We have a list of numbers classified as students, staff, offices, admins, managers, all, etc. And when a new notice needs to be sent out, we simply feed the call files, and then the faxes are sent out with the message.

The easiest approach is using a fax server like Hylafax, which will take
care not only of transmission, but also failure/success notification,
retries, queuing, reporting and anything else.
If you choose the hard way, using callfiles, you have to roll your own
stuff to deal with these issues, or hire someone to code it for you.
There are plenty references about using iaxmodem+hylafax, google for it.

Inventing a very clever AI. Serious, there is no magic solution, you
probably need to deal with transmission failures manually. Here in
Brazil you can hire someone fulltime (45h/week) to do that for you for
about U$ 500/month. It's less expensive than inventing some very clever AI.
