Sadly, many T.38 systems are horribly broken. However, if they don't 
want to allow V.17 they should have been able to suppress its use 
automatically. A lot of T.38 systems suppress the use of ECM, too, which 
is nasty.

VoIP has become a very sad race to the bottom.
