Telephone usage and gasoline rationing to take place in Cambodian ministries

A MP from the ruling party found the rationing as a mean to finance the 
increased military budget for the 2009 fiscal year.Cheam Yeap, the CPP MP and 
chairman of the National Assembly committee for economy and finance, proposed 
to the government to reduce certain “non necessary” expenses in order to 
increase the country’s security.“We must decrease the cost of gasoline and 
telephone usage in other ministries in order to increase the budget for the 
Defense and the Interior,” Cheam Yeap said on Thursday 20 November during a 
forum on the 2009 budget which was attended by MPs and civil society 
representatives.Cheam Yeap indicated that Hun Sen has the right to rearrange 
the budget in order to assure the country’s defense. He also said that some of 
the weapons used by Cambodia are out of date, before quoting: “to have peace, 
we must prepare for war.”This is nothing new, since the conflict started 
between Thailand and Cambodia, the Cambodian government plans on increasing the 
national security spending.The 2009 budget plan will be brought to debate on 
the floor of the National Assembly which was elected in July of this year. The 
total budget planned amounts to close to $1.8 billion, i.e. an increase of 28% 
from the 2008 budget. In this budget, the defense spending is increased by 60% 
because of salary increase for soldiers and police officers.Cheang Vun, another 
CPP MP and chairman of the National Assembly Foreign Affairs committee, 
supported this budget increase. However, he hoped that the government will not 
set aside the agriculture sector which encompasses many of the poorest people 
in the kingdom.

Security forces in Cambodia forcibly evict 300 families

families, including children, were sleeping next to still-smoking ashes.The 
forced eviction was carried out by a mixed group of about 100 RCAF Brigade 31 
soldiers, forestry officers, environment officers, police and military police. 
Most of them were armed with handguns or AK-47s.When LICADHO was officially 
allowed to enter the area in the late afternoon on the second day of the 
eviction, military soldiers had been ordered out of the site; the few remaining 
soldiers disappeared into surrounding forest or quickly removed their military 
shirts as NGOs arrived.20 November 2008 Amnesty International
Security forces in Kampot Province, southern Cambodia this week forcibly 
evicted around 300 families and burnt their homes to the ground.Around 100 
soldiers, police, military police and Forestry Administration officials took 
part in the forced eviction in Anlong Krom village in the Chhuk District.The 
largest group present belonged to Brigade 31 of the Royal Cambodian Armed 
Forces. It has been reported that they were carrying firearms including AK47s 
and handguns.Around 130 houses, mostly thatched huts built with straw and 
leaves, were burnt down on 17 November, leaving homeless families spending the 
night in the open. Many slept on the ashes of their homes. The security forces 
burnt down the remaining 170 houses the following day.“The immediate priority 
is for authorities to provide emergency relief, including adequate shelter, 
food, clean water and medical assistance to the homeless families from Anlong 
Krom village. Then the government needs to ensure they have access to adequate 
alternative accommodation and compensation, and conduct a full inquiry into how 
they lost their homes,” said Brittis Edman, Amnesty International's Cambodia 
researcher

Nhan Dan – The Vietnam Fatherland Front Central Committee on November 17 held 
the 78th founding anniversary of the Vietnam National United Front (November 
18, 1930 – November 18, 2008) in Hanoi.
Addressing the ceremony, Huynh Dam, Member of the Party Central Committee, 
Chairman of the Vietnam Fatherland Front Central Committee, affirmed that the 
great national unity in the Vietnam National United Front was a consistent 
policy of the revolutionary guideline of the Communist Party of Vietnam, a 
valuable tradition, a great lesson and of strategic significance for the 
success of the Vietnamese revolution.
The great national unity is a sharp tool so that the Vietnamese people can make 
the full use of their great combined strength in the national liberation in the 
past and in national construction and salvation now with a target of 
independence, unity, territorial integration, for ‘prosperous people, a strong 
nation and an equal, democratic and civilised society’.
He emphasised that to bring into play the role of the Vietnam Fatherland Front

tasks: furthering the patriotic emulation movement, effectively implementing 
the National Assembly’s Resolution and the solutions set out by the Government 
to rein in inflation, stabilise macro-economy, maintain sustainable and

integrate into international economy in the active and effective manner, uphold 
political stability, guarantee national defence and security and social order
