-PHAM VAN DONG AS PRIME MINISTER declared to King Sihanouk that Vietnam respect 
Cambodia independence and territorial integrity in exchange for Cambodia 
recognition of the North Vietnamese as legal government of Vietnam in 1967 and 
allowed Vietnam to open the Ambassy in Phnom Penh in June 1967. King Sihanouk 
agreed to the Vietnamese demand. 
 
-PHAM VAN DONG AS PRIME MINISTER , in 1978 had sent Vietnamese troops to invade 
and occupy Cambodia from 1978-2006 through the CPP/Hun Sen regime 
 
. An estimate 460 000 innocent Cambodian killed under Le Duc Tho rule 1979-1989 
.
 
As of today Vietnam continues to occupy Cambodia through the CPP/Hun Sen regime 
supported by China despite over 10 UN resolutions calling VIETNAM TO CEASE HER 
OCCUPATION AND REMOVE ALL HER TROOPS FROM CAMBODIA. 
 
IN CAMBODIA OCCUPIED BY VIETNAM, THE HO CHI MINH'S DREAM COMES TRUE.
HOR NAM HONG THE SON OF A VIETMINH AGENT BECOMES DEPUTY PRIME MINISTER OF 
CAMBODIA. After 2003-2008 , HOR NAM HONG HAS SUCCEED TO SENT VIETNAMESE FLUENT 
IN KHMER LANGUAGE AS"CAMBODIAN" AMBASSADOR ABROAD ALMOST OVER 70 TO 80 % OF 
THTE TOTAL NOMINATION.

    Cambodian Secretary of State of the Council of Ministers H.E. Phay Siphan 
said that there is no overlapping area along more than 800km of Cambodian-Thai 
border at all, particularly the so-called 4.6km squares near Preah Vihear 
temple as misunderstood by an international media through Thai side.
    He added that Cambodia neither recognize the overlapping area nor Thai 
unilateral map.
    For his parts, H.E. Ruos Chantraboth, vice president of Cambodian Royal 
Academy said there is only one map which drawn by France based on French-Siam 
Treaty in 1904 and 1907, recognize internationally and Cambodia used as an 
instrument to demand Preah Vihear temple in Hague International Court of 
Justice in 1962.
    H.E. Phay Siphan and H.E. Ruos Chantraboth told the participants at a 
Seminar on Preah Vihear Temple: Universal Value, Border Issue and International 
Laws organized by Club of Cambodian Journalists and supported by Konrad 
Adenauer Foundation of Germany in Phnom Penh on November 18.

A/RES/40/7, by vote of 114-21 with 16 abstentions, calling for the immediate 
withdrawal of all foreign forces from Cambodia. Oct. 21, 1986 The UN General 
Assembly adopted a resolution A/RES/41/6, by vote of 116-21 with 13 
abstentions, calling for a withdrawal of Vietnamese forces from Cambodia. Oct. 
14, 1987 The UN General Assembly adopted a resolution A/RES/42/3 calling for 
the immediate withdrawal of all foreign troops from Cambodia. Nov. 3, 1988 the 
UN General Assembly adopted a resolution A/RES/43/19 reiterating its call for 
the immediate withdrawal of all foreign troops from Cambodia. America calls 
Vietnam to restore Cambodia Independence . President Reagan's address to the 
43d Session of the United Nations General Assembly in New York, New 
York,September 26, 1988. "Mr. Secretary-General, there are new hopes for 
Cambodia, a nation whose freedom and independence we seek just as avidly as we 
sought the freedom and independence of Afghanistan. We urge the rapid removal 
of all Vietnamese troops ...." As of today,Cambodia is still occupied by the 
Vietnamese troops despite the call from the US president to Vietnam to cease 
her occupation of Cambodia since 1988. Cambodia needs Independence from Vietnam 
and the Vietnamese invaders.
