LAW PASSED WITH WEAK PROTECTION OF RIGHTS OF PEOPLE WITH DISABILITIES SAM RAINSY PARTY'S RECOMMENDATIONS REJECTED WITHOUT DEBATE President of the National Assembly, Samdech Heng Samrin rejected request from Members of Parliament of the Sam Rainsy and Human Rights Parties to discuss recommendations by the Sam Rainsy Party during the debate on 29 May, 2009 on the draft Law on Disabilities. The draft law was passed the same morning with little debate by MPs from the ruling party and its satellite parties as MPs from SRP and HRP walked out after the president of the National Assembly failed to provide copies of SRP recommendations for discussion. SRP recommendations to the draft Law on Disabilities provide full measures to protect women and children with disabilities from violence and exploitation which the government draft law fails to address. Furthermore, SRP recommendations stipulate the rights to own land and provision of decent employment, housing and free health care and edcuation for people with disabilities. SRP recommendations were well prepared three months prior to the debate with wide consultations with people with disabilities and local organizations working with people with disabilites.
