you are obsolutely right. Today, Cambodian government is far more
corrupted than it had ever been.
Ofcourse, it is the government who could start reducing corruption
with the will of its policy and the support of the Cambodian people.
Is it easy? Ofcourse not. The society itself is so corrupted. Don't
tell us that Cambodian people are the victims of this corrupted
government. They all are together. Corruption happens at all level.
Actually, corruption makes things happen. That's why Cambodians are
doing it.
