Phnom Penh - Cambodia's ruling party has set up local committees nationwide to 
work out the political preferences of each citizen ahead of national elections 
in 2013, national media reported Wednesday.

A document seen by the Cambodia Daily newspaper said people would be classified 
as white, gray or black, depending on their affinity to the Cambodian People's 
Party (CPP), with the party's strongest supporters categorized as white.

The object is to work out what motivates people who fall into the gray or black 
categories, then 'transform the black and gray to become white,' the document 
said.

It said another purpose is to prioritize help for ruling party supporters while 
CPP officials claimed information gathered on political affiliations would be 
used solely for internal purposes. 

Observers and the opposition, however, expressed concern.

Koul Panha, the head of the independent election-monitoring body COMFREL, 
described the move as 'unprecedented.' 

'It's something new this time - it's a big project,' he said, adding he was 
concerned the CPP plan might compel some people to take part in ruling party 
activities against their will.

The main opposition Sam Rainsy Party said it was concerned that information 
gathered could be used to target its supporters.

Minister of Information Khieu Kanharith said the CPP leadership told party 
officials to collate data to determine the party's strength.

'We don't blacklist people,' Khieu Kanharith said.

A CPP deputy governor of Phnom Penh said people classed as 'black,' who had 
either left the party or did not support it should not be worried.

'When we highlight people as black, we don't regard them as enemies,' Pa 
Socheatvong said. 'The CPP and the opposition parties are not enemies.'

The CPP won more than two-thirds of parliamentary seats at the 2008 general 
election, which allows it to pass legislation without support from other

Phnom Penh - parti au pouvoir au Cambodge a mis en place des comités locaux de 
travail national sur les préférences politiques de chaque citoyen avant les 
élections nationales en 2013, A rapporté mercredi les médias nationaux.

Un document vu par le journal Cambodia Daily dit les gens seraient classés 
comme blancs, gris ou noir, en fonction de leur affinité avec le Parti du 
peuple cambodgien (PPC), avec plus fervents partisans du parti classé comme 
blanc.

Le but est de travailler sur ce qui motive les gens qui entrent dans les 
catégories gris ou noir, puis «transformer le noir et le gris pour devenir 
blanc," dit le document.

Il a dit un autre objectif est de donner la priorité de l'aide pour des 
partisans du parti au pouvoir alors que les responsables du PPC réclamé des 
informations recueillies sur les affiliations politiques seraient utilisées 
uniquement à des fins internes. 

Les observateurs et l'opposition, toutefois, exprimé leur préoccupation.

Koul Panha, le chef de l'organisme indépendant de surveillance des élections 
COMFREL, décrit le mouvement «sans précédent». 

«C'est quelque chose de nouveau, cette fois - c'est un gros projet, dit-il, 
ajoutant qu'il était préoccupé le PPC pourrait contraindre certaines personnes 
à prendre part à l'activité des partis au pouvoir contre leur gré.

Le principal parti d'opposition Sam Rainsy a déclaré qu'il était préoccupé par 
les informations recueillies pourraient être utilisées pour cibler ses 
partisans.

Ministre de l'Information Khieu Kanharith a déclaré la direction du RPC a

Un vice-gouverneur de Phnom Penh du PPC a déclaré personnes classées comme 
«noir», qui avait quitté le parti ou l'autre ou ne prend pas en charge ne doit 
pas être inquiet.

«Lorsque nous avons mis en évidence les en noir, nous ne sommes pas les 
considérer comme des ennemis,« Pa Socheatvong dit. «Le PPC et les partis 
d'opposition ne sont pas ennemis.

Le PPC a gagné plus de deux-tiers des sièges parlementaires à l'élection 
générale de 2008, ce qui lui permet d'adopter des lois sans le soutien d'autres 
partis.
