Article 31- Paragraph # 1 The Kingdom of Cambodia shall recognize and respect human rights as stipulated in the United Nations Charter, the Universal Declaration of human Rights, the covenants and conventions related to human rights, women's and children's rights. Paragraph # 2 Every Khmer citizen shall be equal before the law, enjoying the same rights, freedom and fulfilling the same obligations regardless of race, colour, sex, language, religious belief, political tendency, birth origin, social status, wealth or other status. The flaws of Cambodia’s Constitution, which is declared that every Khmer citizen shall be equal before the law, enjoying the same rights, freedom and fulfilling the same obligations regardless of race … birth origin, and then asking to respects human rights. This article 31 on Chapter III is translating into chaos and jeopardizes the Cambodia’s national security. How? The illegal immigrants’ children who were born inside Cambodia, most of them are about 30 years of age by now and the new one are producing around the clock… Here’s the scary one, the one that settle after 1979, they were born inside Cambodia, they are Khmer citizens and the majority of them are working as the technical experts at Cambodia’s higher chamber like the Senate, Parliament, Prime Minister Office, department of defense, etc. These people are well educated, and they are speaking, reading and writing Khmer, better than most Khmers. In Once day, I hope this is not going to happen…But, whose know? The word of Democracy, the majority rules, along with the flaws of Cambodia’s Constitution” respects human rights and birth origin “. Everyone are protected, they don’t have to be born in Cambodia. The illegal children can call their family, who were born abroad to come to join the revolution, Cambodia is done.
