Yes I do believe that the problem is that your subscriber for the topic isn't 
durable. 

If its still a problem we should have more information form you, such as what 
JMS-Broker you are using, camel version, snippets from configurations files etc.

But check out the durable stuff first.

May be you can use Durable Subscription for your topics? Don't have access to
code right now so won't be able to tell you what conf jms component needs
for this. Take a look at JmsConfiguration.java for more info
