Bounties Are Not the Answer to Spam 

We know who the spammers are. Blowing hundreds of thousands
of dollars on disgruntled employees is not cost-effective. 

The FTC wants to put bounties out on spammers, but I don't 
like the incentives and it's not the same thing as setting 
bounties on virus authors.
