Quite possibly my memory's at fault regarding exactly when BW's intention to 
charge for towpath moorings became known. Certainly IWA were against the 
principle at the start:

"IWA has previously indicated to BW, that the Association is prepared to 
support modest charges for mooring boats in a specially constructed basin in 
the town, where additional facilities will be provided for boaters. However, 
the Association does not believe it would be in the best interests of the 
waterways for charges to be made for ordinary towing path moorings." - IWA Head 
Office Bulletin

...reiterated their objections when it became known that that was BW's 
intention...

"The new marina at Llangollen is now open, and BW has been charging for
mooring both in the marina and at moorings along the towing path since the 
middle of August, despite
objections from user groups... The
committee expressed its concern about a precedence being set for moorings 
elsewhere and confirmed
Navigation Committee’s previous policy decision that all towing path moorings 
should be free for at least 24 hours." - IWA Navigation Committee
