Thanks for clarification.
I don't think anyone has a problem with charges being made for marina plus 
facilities. BW were concerned that if the towpath moorings were free no one 
would use the marina. I think this is a fallacy as some would want the 
electricity or marina moorings anyway. Also if the towpath mooring were full 
they would have no choice.
The other reason for providing electricity on the towpath moorings was to 
prevent boaters running their engines and annoying the locals.
I was told that there were free moorings further from the town but I don't 
know how far.
