So if folks reporting non-displayers just causes you delay when you're already 
onto the actual evaders, would it be better if the requirement to display a 
licence were dispensed with completely? There doesn't seem much purpose in 
keeping something that doesn't help you, winds up other boaters needlessly, and 
can create unnecessary work for a strapped-for-cash BW. 

Or is it still useful eg in helping your enforcers to spot potential unlicensed 
craft as soon as they arrive in their area?

I'll be interested to see how the evasion figure from the 2006 boat count 
compares to the 2005 one.
