Yes

ALL by some form of voting. The exact method is under review (so get your 
ideas in!)
Ther has been some talk of members having to "qualify"* to become a Trustee 
(Council will be replaced by a Trustee Board....the mooted number of 
Trustees is 9). Ther has even been talk of new "informal" regional 
committees being able to proposed members for the Trustee Board!

"qualify"*...having served on a national committee.....having certain 
expertise. The way things are going a member will NOT be able to be get 
voted on to the Trustee Board, being proposed by any member and by a vote of 
members, like at present.

With a streamlined Trustee Board, it is proposed that most of the day to day 
running of the IWA will be by the existing / modified / new committees and 
Head Office

errr...so the members can discuss?
You would be surprised how little discussion  has take place at Council.
