Current govt. line seems to be along the lines of:

"Of course we never wanted to track everybody" - must reckon most people 
don't know about ANPR.
"Maybe since there is so much opposition we'll only do it in cities. "- 
Probably the original intention - standard tactic to announce hugely 
excessive plan and then scale it back to the original plan as a big 
concession to public opinion; should happen with the DEFRA cuts at some 
stage.

What happens when the city charge drives lots of traffic onto the 
alternative "rural" road, causing worse congestion?
