I would have thought the most convincing examples of risky structures to non-canal-users would be where a canal has a drainage function (possibly taken on after it was built) and lack of maintenance would lead to inadequate provision against flooding, or where a canal reservoir serves to entrap excess winter rain and its dam is in poor condition.
