But no ballast and a free water surface in the boiler about a foot above 
the water line - I remember when we rode up onto the side of the cut in 
President that the initial lurch as she hit the bottom was followed by a 
second as the water slopped in the boiler - quite scary when you are in 
the engine room!

I would agree that it's desirable to keep the counter just above the 
water line - if the effect of heeling is to bring a wider section of the 
boat below water this will resist further heeling. Conversely a low 
drain into the front cockpit will allow an extra weight of water in with 
no compensating buoyancy.
