Were you being harassed when obeying the rules or were you overstaying?
Whether it is in season or out of season doesn't matter. If you want to
stay on a 14 day mooring over winter, then purchase a winter mooring
licence from BW. Having met Hazel I agree with your comments about how
enthusiastic she is. I also believe she will not cause hassle for people
who obey the rules they agreed to when licensing their boat.  There are
plenty of boats for the visiting families to see up on the offside by
the dry-dock so I'm sure they wouldn't complain at the lack of boats on
the towpath out of season.

He then went on to "Between the bottom of Marsworth and Cow Roast there
were a few more boats with no licences. I ask myself, why do I pay mine
when no aggressive attitude is taken against the non-payers?

There is one factor that is never considered when people on this list
discuss un-licensed boats which is especially common on the Southern GU.
If the boater is a liveaboard and is receiving housing benefit then the
licence is paid monthly by the relevant authority and NO licence disk is
issued. This makes it more difficult for the passing boater to fully
know the situation whereas the local patrol officer has the info
supplied by Watford. 

If you want to remain in that area then maybe it's time to find a
permanent mooring. That could solve the car parking issue as well.
