Oh Moose, come on! It's this sort of comment that erodes the whole concept
of human rights. Allan's point was that BW could issue some form of
'license' so that we'd know that one way or another boats were paying to be
on the canals. This is a very easy thing to do, Every year I get a tax disc
from the post office for my car which I don't pay for. BW could do the same.
I think it's a good idea which would give us a clearer idea who the non
payers are.
