Certainly not residential ones which would be the ones required by the towpath shufflers. The only problems I have with actual/alleged residential/illegal moorings are 1) interminable linear moorings on canals which hinder progress for people on the move 2) the abuse of the recreational mooring as a truly residential one with it's non qualification for council tax.
